john boehner said they'll take up these measures one by one. the senate is going to go in a piecemeal fashion. what interests me is the senate on the gun and on the second term agenda. harry reid said about 10 of the 23 democrats may have a real problem with this gun control agenda. maybe the number's a little bit shorter than that. but you're talking about democrats in states likele north carolina, arkansas, alaska, colorado, who will have trouble supporting the president on a whole host of these issues. it's one thing for the president to demonize the republicans and he's doing that and he's taking on a much more confrontational approach. but what happens when moderate democrats where they have to rely on some republican leaning type voters balk at the president's proposals? that changes the politics very quickly for him. gwen: but i'm curious where americans are. one of the things that i saw in his proposal is that the center for disease control should not be banned by investigating gun violence. who knew that they were? >> i don't think any

will you get democratic votes on this when boehner brings this up? >> it will depend on what it looks like. this is really gimmicky, gimmicking garbage at the end of the day. the responsible thing to do is to pass a debt ceiling increase because we have to pay our bills. really leaving this uncertainty hanging over our already fragile recovery is irresponsible. and to suggest that we're not going to pay our bills or tie the debt that we have to pay to anything that the republicans want to extract out of president obama is irresponsible. >> yeah. the republican that i look to right now is john cornyn. what a reversal. this guy writes an op-ed in the hometown newspaper in houston and turns around and tells the editorial board something totally different. what does that say about their leadership? >> it says they are all over the map. it says they are basically a rudderless ship and it says that they really don't get what is at stake for us economically. president obama clearly does. we've had 34 straight months of job growth, begun to get this economy

his name is john boehner. he was last seen in washington when he was re-elected speaker of the house. there are reports he and the house gop are at an annual retreat in williamsburg, yet conservatives like hugh hewitt are calling him a milk carton republican because he's gone missing on several very important debates. do you know where he is? >> you know, i have not personally seen this man, john boehner, but i have heard of him. i know who he is vaguely. i think he's the guy that had the most miserable, unpleasant speakership in the history of the republic, and it was because he had these conservative freshmen who came in all excited to undo the government, and they didn't understand that as speaker his job is to not undo the government. so he's had this problem where he can't please conservatives like hugh hewitt because they want him to champion real conservative principles but he can't get re-elected in his district, and republicans can't win on a national level if they champion those same values. i think

so speaker boehner once again decided to forego the hastert rule. that's how they got the sandy emergency aid bill passed. look again at the votes. republican "yes" votes for the disaster bill: 49. republican "no" votes for that bill: 179. that bill was dead on arrival under the hastert rule. the republican caucus couldn't support it, wouldn't support it, and we would be without any help now if they followed the hastert rule. on the democratic side, what was the vote on the hurricane sandy bill? 192 yes votes to 1 no vote. the final count, 241 ayes, 180 nays, the bill passed, but about three quarters of the support came from democratic votes. if the speaker had imposed the hastert rule, not only would we be off the fiscal cliff, but we'd have failed at providing disaster relief for hurricane sandy. the only reason that these critical pieces of legislation avoided the fate of the highway bill, of the farm bill, is that the speaker didn't follow the hastert rule. he couldn't follow the hastert rule because he wouldn't have been able to pass legislatio
